Nekkar /'nɛk.ɑr/ is the capital of the kingdom of Řots. After the division of the societies of the king and the nobility on one side and the ordinary people on the other, Nekkar was chosen at the beginning of the 34th (= second quarter of the 20th) century as the government residence for the latter. Already a smaller coastal town with a seaport, several parts of Nekkar were destroyed in order to create room for government buildings and modern architecture. At first, there was some disagreement about the status of Nekkar: the nobility insisted that the old capital, Kotōlets, would always remain the capital of Řots. In the end, the citizens' government chose not to mention anything about the country's capital in the constitution, so Nekkar is the de facto capital, but officially the country has no capital.
The province and the city of Nekkar are in fact the same, so the Řī Raseesare ("chargé d'affaires") of the province of Nekkar is ex officio the mayor of the city of Nekkar.
