Seat Allocation Rules
There are 85 constituency seats and another up to 92 proportional seats. The 85 constituency are distributed to the provinces by population using the Huntington-Hill_method [1].
The proportional seats are allocated to the provinces, by sharing the total of 177 seats to the provinces by total voters, whereas the share of non-voters counts as a province for this purpose and those seats are not awarded. If the total number of awarded seats is even, one more seat is awarded. For the distibution, the Divisor+Minimum method is used, where the number of total seats per province must not be less than the number of constituency seats. This usually only matters for the two smallest provinces, which have one constituency seat, but don't have enough voters to qualify for proportional seats.
The Divisor+Minimum method determines the number of seats by finding a divisor. A correct divisor (all correct ones yield the same result) must do the following: For each list/region the number of votes is rounded to the nearest integer. This number determines the seats for that list/region, unless a bigger minimum value had been supplied. The sum of all lists must then be the total number of seats. The correct divisor is found by "try and error". If the sum is too high/low, the divisor must be in-/decreased.
Each constituency candidate is linked to a list. An independent candidate would usually be linked to a list with himself and a replacemant candidate. Most other candidates are linked to a list belonging to a party. Up to three candidates in one constituency can be linked to the same list. Additionally lists can be linked to increase the chance to get proportional setas allocated. Parties are encouraged to have more than one candidate per constituency, as constituency MPs can only be replaced by the next candidate from their linked list. If the list is locally exhausted, the seat is redistrubuted by the proportional method, potentially to a different party.
For each province, the number of proportional seats awarded ist distributed to the lists, where no list can get less seats, than they already got constituencies.

2017 General Election Results
The GPA came in first, albeit winning just over a fourth of the seats. They formed a minority government with the ALP and NAY. The coalition has 59 of the 127 seats. With the Speaker of the house being nominated by the GPA, the coalition is 4 seats short of a majority. The government needs to seek support from the PP, TKA, ROP or the independent MPs, while the other parties decided to stay in opposition.

The Upper House is composed as follows:
