Hey, what kind of organisation is the IAAH? I'd suggest it is a cooperation of the rolling stock manufacturers to promote HSR and sell more rolling stock. I already started an Internation Railway Union which will cover most of the railway related standards and legal questions, also Lapistan and Azurea already has some railway related research centres, like a Velim-Style test track. The IAAH is supposed to be a loose association of several players (train manufacturers, railway companys, local governments, whoever has a specific interest in spreading the use of HSR) that coordinates some research and mostly lobbying activities in favour of HSR. It's not ment to set standards for international railways such as spur width or loading weighth, such as the IRU. Of course there would be a large degree of cooperation between the two organisations, but the (very small) IAAH really only is a small lobbying group to support the export of Kojolese HSR technology to the whole world.
