这里会给诚安省的边界调整做出对诚安省后续整体发展的规划，会尽量写满，写的和建立一个国家一样满，其实现在规划也没啥用，只是为了让这个Proposal通过，毕竟Forum这儿都没有调整的模板只有建国的模板。如果管理员更倾向于要我们走流程，那我们只能整的和建国一样详细。

反正实际画图过程中也不怎么看规划。毕竟，“规则，就是用来打破的！”

既然管理员倾向于走流程，那未来的所有边界省份的调整，都会有一场文山会海。
