I have a proposal. The unofficial regions of the FSA should be marked on the map using admin level 3 border relations. Doing that is discouraged on the Official OSM, because it's pretty inconsistent and the regions are all unofficial anyways. The FSA is a different story, however. As anybody who has worked on the FSA will know, the admins use a region system, above the state level, to keep control over the different sections of the country.
