I have a proposal. The unofficial regions of the FSA should be marked on the map using admin level 3 border relations. Doing that is discouraged on the Official OSM, because it's pretty inconsistent and the regions are all unofficial anyways. The FSA is a different story, however. As anybody who has worked on the FSA will know, the admins use a region system, above the state level, to keep control over the different sections of the country. The regions actually seem to be quite important, so somebody looking at the map without wandering around in the wiki should be able to tell where they are.
