To edit these two files, please do not re-upload them; instead edit them like you would a regular wiki page to add the necessary information (license, description, categories, etc.). You can see your territory's flag as an example. Should you continue to ignore the instructions on the upload page, uploading privileges may be suspended for a period of time.
