The northern part of this region is characterized by cold polar permafrost. The north-central area consists of coniferous forest mountains. One mountain range extends from the northwest to the southeast, reaching the southeastern corner of the Republic of Kadah, while another range stretches southwestward from near Kadah’s northern border. The central region is dominated by forests and mountains, and the southern part contains multiple small coastal plains surrounded by hills.

The climate distribution in this region is highly uneven. In the north, the eastern side of the mountains is affected by cold air currents moving from north to south, making it extremely cold and leaving very few areas suitable for habitation. The western side of the mountains is relatively more favorable. In the central region, due to the barrier effect of the mountain ranges and the influence of the deep interior, the climate is relatively dry and cold. In the south-central area, there is a transitional zone where coniferous and broadleaf forests intersect. The southern region is warmer and has an oceanic climate.
(By “central region” here, I mean the area at the same latitude as Kadah, while the “southern region” refers to the coastal areas. The “northern region” covers a vast area, with everything north of Kadah’s northern border considered part of the northern region.)

The total population of the region is approximately 7 million to 7.5 million, with over 90% residing in the central and southern areas. Cities are mainly concentrated at the southernmost tip, the south-central area, and the southern coastal region. Agriculture and fisheries form the primary economic activities in the south, whereas forestry and livestock farming dominate the central region. The northern region still contains vast expanses of undeveloped land. Mineral resources such as coal, nickel, aluminum, and gold have been identified through surveys, but geographic and climatic constraints have prevented their effective development.
Traffic density gradually decreases from the south through the south-central area toward the central region. The southern region boasts a dense road network. Roads in the south-central area primarily radiate outward from the capital (notably, to maintain multi-ethnic balance, the national capital was intentionally located along a major north-south transport corridor in the south-central region). Transport routes in the central region originate from the capital, connecting provincial capitals and other key hubs as they wind through the mountains.
Heading north from the north-central region, the far northern areas have virtually no motorable roads, making transport extremely difficult. Only a single highway connects provincial capital to provincial capital in this area, but it faces frequent closures due to harsh geographic and climatic conditions. Consequently, the provincial capital relies mainly on its airport for trade and freight transport with the southern region.
(Note: The "central region" mentioned here refers to the area lying along the same latitude as Kadah; the "northern region" covers a vast area comprising all territories north of Kadah's northern border.)
Additionally, the living standards here are low, falling below the Ulethan average (roughly on par with Romania or Serbia). Many areas still harbor ruins left in the wake of past civil wars.

This region is primarily divided into three ethnic groups (all belonging to the same language family as Kadah, yet possessing distinct cultures):
- Qebabian (Northern Region): They speak the Qebabian language, with a culture resembling that of the Chukchi and Itelmens (Kamchatkans).
- Pelokhasian (Central Region): They speak the Pelokhas language, with a culture similar to that of the Manchus and Evenks.
- Hijelarian (Southern Region): Although they speak a language akin to the Barga Mongol dialect, their culture resembles a Northeast Asian version of Greek city-states (bearing no cultural similarities to Japan or Korea, though they have long held a leading level of cultural advancement within the entire Tustaya language family).
Historically, the Hijelarians were the first to appear in written records. They took the lead in establishing independent city-states within the small, fragmented valleys of the south, actively engaging in external contact, trade, and the founding of small colonies. Initially, they practiced their indigenous religion, with each city-state worshipping its own local deity. Later, following the arrival of Finns in the surrounding areas, a segment of the population converted to Christianity under Finnish influence, while others developed a distinct form of Christianity incorporated with Hijelar rituals.
The Pelokhasians, meanwhile, were historically the main northern adversary of the Hijelarians—two groups that harbored mutual hostility while exploiting each other for advantage. The Pelokhasians were traditionally governed and organized by individual tribes. However, as the Hijelarians increasingly threatened the forests vital to their survival, the tribes began to unite, periodically electing a Sayan to represent and govern all Pelokhasian tribes.
Between the late 14th and early 15th centuries, Khan Yej of Kadah exploited the internal strife of both ethnic groups to defeat them one by one, aiming to occupy the entire region. However, Khan Yej's high-handed policies prevented any genuine submission to the Kadah Khanate, prompting both groups to revolt shortly after his death. Following this, Western colonists arrived and defeated these loose confederations of city-states and tribes. Driven by the exploration of mineral resources, the colonists subsequently incorporated the Qebabian territories into their domain, giving rise to the present-day boundaries of Ul23c.
Inspired by Kadah's successful unification and independence in 1847, this region managed to restore its own independence in 1856 with the support of Kadah and other neighboring nations. However, deep-seated ethnic conflicts prevented true unification, leading to three civil wars throughout the 19th and 20th centuries, almost all of which involved intervention by Kadah and neighboring states. Today, although the Pelokhasians control the military while the Hijelarians manage the civil bureaucracy—with the positions of prime minister and president split between officials elected by each group—the apparent reconciliation remains fragile, as the scars of civil war continue to endure across the land.

I've found a friend who is willing to map UL23c with me. Moving forward, we plan to recruit more people to join the project and invite neighboring creators as well (after all, the southwestern part of this area will definitely have Finnic cultural influences).
