Platina is a liberal democracy and social state constituted as a semi-presidential republic. The national government, headquartered in Montedorado, delegates certain responsibilities of governance to the autonomous regions, which exercise power over a set of provinces with common history and culture. Unlike most countries, the national government of Platina consists of four branches, regulated by a constitutional system of controls and balances.
As part of the semi-presidential system, the executive branch has two leaders. The President of the Republic is the head of state, directly elected by universal and mandatory adult suffrage for a six-year term. The Prime Minister is the head of government, appointed by the President to lead the government. The President has the power to dissolve Congress under extraordinary circumstances, defined by the Constitution; ratify the Presidents of the Regional Council of each autonomous region, appoint public servants and nominate judges to be approved by Congress, negotiate and ratify international treaties (subject to review by Congress), and serve as commander-in-chief of the Armed Forces. The Prime Minister is responsible for defining public policy together with the Council of Ministers, oversees the civil service and coordinates numerous aspects of domestic interest.
The legislature is the Congress of the Platinan Republic, a bicameral institution constituted by the Senate, the upper house, and the Chamber of Deputies, the lower house. The deputies of the House represent plurinominal circuits concurrent with the provinces, elected directly for four-year terms; senators are nominated by the legislatures of the autonomous regions and ratified by the Council of State for eight-year terms, with half of the seats available for election every four years. The Senate has limited powers, since the Chamber of Deputies has the final say in case of disagreements with that chamber. Congress is responsible for determining the rules and principles concerning most areas of law and government’s fiscal policy.
