Expansion of UL33l (Maka) and UL33m (Iscu)

The basic idea with this request is to fill in the gaps in geography created by Tolulu - since there is now a large swath of atolls to the south of Iscu and Maka, I think that geographic connectivity between the straight line of Iscu and Maka's islands and the Tolulu group of atolls is desirable for realism and aesthetics - and it just makes sense.

The plan is pretty self-explanatory. The atolls would range in size (I realize I said Palmyra atoll inspired for one set, but they'd be larger). Inspired primarily by Pacific atolls/islands, and possibly the Chagos archipelago as well. I had thought about including a Tristan de Cunha style group of islands, and might replace one of the atolls with that (the size of the borders wouldn't change).

Poor. Some of the islands on the Iscuan side would have been used for nuclear testing by the FSA (as previously established as part of Iscu's history) and would be uninhabited with some military relics. The others would have villages, temples, a military base or two, and whatever else I think of that adds flavor to the islands.

At this point in time, I cannot grant this territory expansion just yet. Your mapping in Iscu and Maka is exceptionally well done and in principle adding new atolls to Iscu and Maka is something worth discussing in the mid-term future I believe. Since both Maka and Iscu are very limited in their amount of land to map, I would like to place expansions of both territories under the condition that they are fully mapped first however. I think for atoll-territories this is a good compromise between the expansion guideline for common land-territories on one hand and very small, but very visible atoll-territories on the other. Completion (at the landcover and basic infrastructure scale) for Iscu and Maka should be archiveable with a reasonable effort I believe, I would argue you are well over 80% already.
