Mardoumakhstan is a country in West Uletha, bordering Navenna, Plevia, Suria, UL07h, Demirhan, and Naphon. The country covers an expanse of varying terrain, with the Mediterranean Sea in the south and the western edge of the central Ulethan steppes to the north.

After the death in 1846 of Oksan Khan, who had no apparent successors, the Qurultai assembled to choose the next Khan and determined that with no clear candidate, it would govern the country in council to prevent a civil war and extended interregnum. The First Qurultai was composed of the leaders of the 11 most prominent Mardoumakh clans. After the Charterist movement and secession movements in the governorates gained significant traction in the 1890s, the Qurultai, under the leadership of Baltak Ogisov, reformed the government into effectively its present form.

The modern Mardoumakh government is split into two legislative bodies: The Convocational Qurultai, and the People's Qurultai. The Junior Qurultai is composed of the 17 junior representatives of each of the Mardoumakh clans, and 34 representatives elected by mixed-member proportional representation by residents of Central Mardoumakhstan. The Convocational Qurultai is composed of the 17 senior representatives of each of the Mardoumakh clans, and the three Governors of the Governorates (Shelakh, Mharete, and Aqsakal). The Governors are allocated 17 total votes, divided between them based on population: the Shelakh Governor has 8, the Mharete Governor has 7, and the Aqsakal Governor has 2. The Junior Qurultai has full legislative power over Central Mardoumakhstan, with the tribal members of the Convocational Qurultai limited to a primarily advisory role. The full Convocational Qurultai has final say on federal-level legislation, and operates federal ministries (including the military, foreign affairs, and...).

The Governorates are each lead by a Governor. Although the Governors were originally appointed by and subject to the Khan (and later, the Qurultai), since 1896 they have been elected democratically. The Shelakh Governor is Sethre Turthesan since 2022, the Mharete Governor is Lera Salesshe since 2020, and the Aqsakal Governor is Tursyn Orakov since 2009. Each Governorate has a democratically elected parliament, also since 1896. The Governorates are granted a high degree of autonomy, and have been described as constituent countries. The exact political structure of each governorate varies. The Aqsakal Governorate has been described as a quasi-dictatorship under Tursyn Orakov, with the unicameral and effectively single-party parliament having little power. By contrast, the Mharete and Shelakh Governorates boast relatively healthy multi-party democracies.
