Many countries that are not exactly neighbors speak Kalmish or closely related languages. There should be an organization for them, like the Francophonie.
Full membership is reserved for countries that speak standard baseline German (with allowances for small differences in spelling and vocabulary as they exist in real life between Germany, Austria and Switzerland). Full members have a Kalmish Academy located in one of the capitals, which edits the official dictionary and regulates spelling. Maybe it could be something like the French Academy, with a lot of pomp and uniforms for members. The members either elect new members themselves, or every country gets a quota based on population.
There wasn't a single German colonial empire but the countries can still be close due to common language and culture, and blood ties for countries that are monarchies.
There should be an observer membership for countries where German is only a regional/minority language, or which speak closely related languages such as Dutch or the various types "Funny German" that exist on the map, like Eshein. If the FSA has an "Amish" area where a dialect of German is spoken, then the FSA as a whole or just the state(s) that are part of it should belong to it as well.
