Kotōlets /'kotulɛts/ is the second largest city of Řots. Located between the provinces of Māp, Ēzentep, and Gorna, Kōtolets is one of the most central cities in the country. It had been the country's capital for centuries, until a civil movement that wanted to move the common society away from noble society decided that the government would be moved to Nekkar. Nobility protested against this move, and it was therefore decided that Řots wouldn't have an official capital. The two cities are still bickering about which one of them is the real capital, although in recent decades these quarrels have turned more friendly.
The province and the city of Kotōlets are in fact the same, so the Řī Raseesare ("chargé d'affaires") of the province of Kotōlets is ex officio the mayor of the city of Kotōlets.
