So, I'm going to keep this short, sweet, and simple.
World Time doesn't have an updated map for the combined AR120.
On the Talk page and in my sandbox there is a multimap showing "perfect" time zone boundaries. 3 timezones lay inside the FS (+8, +9, +10).
Instead of us creating a system where XX must be in 10 and YY must be in 8, why don't we just leave that up to the mappers of each state?
This way, everyone has what they want, and no intervention is needed.

Having reached out to some stateowners, I've developed the following plan for time zones in the FSA. As rhiney mentioned here, the "natural" time zones for the FSA would span from +8 in western Cosperica and Belirias to +10 in the east, which covers everything east of the Alormen River. However, using the Alormen River as a dividing line is potentially problematic, since there will be some river communities (Minneuka and South Minneuka, for instance) that are generally part of a single metropolitan area but would be split among two time zones. Because of this, I'm suggesting a +9:30 zone for the entire Alormen River valley, using the eastern mountains as a logical split from the +10 zone and a more blended transition to +9 in the west and the West Lakes. While the entire west could be consolidated into the +9 zone, with a +9:30 zone present it also makes sense to add a +8:30 zone for Cosperica, which would better correspond with solar noon for what is (or rather what will eventually be) a major economic and cultural region of the FSA.
For context, I also added logical zones to Deodeca and Ardencia; however, these would of course be entirely up to the mappers of those nations to determine. Since time zones don't show up on the map too much, I don't want to spend too much time on this topic, but nevertheless I'm interested in everyone's thoughts on this idea.

Fantastic! I really like the divisions, as for how they lay out. Mayor, I agree that the problem that the FSA faces is that the boundaries for +8/+9 and +9/10 cause some weird splits in our states. Cosperica, for example, would only have its western 60% in the +8, and the +9/10 boundary would bisect West Massodeya almost perfectly. Having thirty-minute time zones instead of sixty-minute time zones also causes less economic disruption. I also like that no state is split here except for the northwestern tip of Alormen. That's a huge perk to this plan. If time zones skewed further east, it would be wholly unrealistic.
A sidebar, but I'm not sure calling it the "Alormen" time zone is best. I understand that it's really the Alormen River watershed, but I'd suggest something like "Midcontinent." I think we'd want to avoid "Central," since that's both real-world direct (albeit generic).

I reckon just bung +08:30 into the +09:00 zone

I think the "Eastern" time zone should be called the "Ardentic" or something as to not copy the US Eastern time zone.

I think “Eastern” is general enough that it wouldn’t necessarily be a direct U.S. parallel, especially if there’s also a “Western” (which the U.S. doesn’t have). Another option would be Asperic/Midcontinental/Ardentic (assuming we merge the Cosperican zone with +9).

For Tempache, I will be using the same time as Cosperica. I would prefer either +8:30 or +8 rather than +9

I would also want Sierra using same Time as Tempache/Cosperica, at least western part of the state.

Sierra doesn’t share a boundary with Tempache or Cosperica though, so shouldn’t Sierra’s time zone be focused more on Tauhon?

I can see good reasons to do +8:30 or +9 for those four northwestern states (Cosperica, Belirias, Atascadera, and Tempache). Wangi has a point about merging those states into +9. After all, time zones skew west and not east in the real world. Any change beyond the initial proposal by Mayor should be looking to move boundary lines west. That said, there is a case to be made for +8:30 in those few states.
For those that don't know: time zones skew west and generally not east (there are a few exceptions) for agricultural and mining reasons. Placing states like Sierra in +8:30 makes little logical sense based on regional connectiveness or on geographical position. Commerce and banking have actually had little impact on time zone boundaries in real life, contrary to popular belief. (Yes, there are nuances in areas that are commerce-driven, but it isn't in the macro sense.) In fact, a split based on meridians, would actually suggest that +9:30 could be justified as far west as Playa Gomez and the eastern third of Sierra.
