Hasaïq officially 湾仔 is an administrative region of the Assembly of Nations and Commonia about 150 km away from Ombo City sitting on the Hasaiq River. With over x.x million people of various nationalities. It was a national project started in 1947 provided by the Ingerish Construction Power and Commonian Service of Cities.

Historically Wan Chai was built to protect citizens in the small violence around the country. Since the government collapsed. Commonia still existed and war boiled over for a government. Wan Chai as a municipality was invested by 7 countries and is now one of the largest cities in the country. It is surrounded by the Bakungo Heights and surrounded by an military arsenal.

Originally a village, with fishermen and boat traders, the city gained rapid population and keeps protection of x million inhabitants. Now there is much more industry, commercial centers, trading offices and more. Also tourism is clear in the area, being one of the most visited areas in Commonia with lots of landmarks and art.

It was declared part of the Safe, Secure and Developed Cities of Refuge (SSDCR) by the Assembly of Nations Commonia Committee along with Altaville in 2001 nearly 10 years after the city's project completion, and accepted 30,000 refugees as new citizens. Some from neighboring countries. The city's official currency is the West Commonian buc.

History

The region first occupied in 1878 by Ulethan fishers was named the Hasaiq Basin. Most settlers were migrants from surrounding the basin, protecting them from enemies and in the future the Commonian Wars. As the Great Expansion rose through the early 19th Century, the settlers there had found themselves indifferent from the country surrounding them and so became an autonomous region of the country. When the war would come to them, they only had to defend themselves once in the Siege of Hasaiq which went successful and got them recognized.

In the late sixties, a faction of the government led by Indior Baker arranged to claim the region as their capital and began a two-decade war against the Hasaiq. The Basin War. With a series of invasions, it caught the attention of the AN which took the Hasaiq people's side and defended them. In 1991 the war's Peace Treaty was signed by the Hasaiq Tribe, which gave Hasaiq power to itself, and thus UN being in charge of the government. The Hasaiq Accords, brought the UN and the Hasaiq to share executive power and special administration to the basin.

The Hasaiq government was later founded by Sir Malcolm Franklin in 1992 as part of a world aid to provide Commonia with support of refuge for internally displaced persons. He put up $1.9 trillion with the help of 6 more nations. The basin being a large waterway with hundreds of thousands of citizens and mostly surrounded by giant heights (Bakungo Heights). At the other side of the heights was a military area where the ANCC Militia stayed for a while till the end of some civil violence of the late 1990s.


By 2005, the Hasaiq people were declared an autonomous people of the Commonian government who had their own system and way of life inspired by the Ingerish.

AN Naval Base & Bakungo Area Controversy

When the Altaville Assembly of Nations naval base was being constructed in 1974 and the Bakungo Military Zone in 1977, the other factions ruling in the country were not happy that the Commonian Confederation allowed the base to be built. The controversies started the mainland violences of 70s which led up to the Commonian Civil War.

Two warring factions being the West Commonian Separatist Party, and the Fascist Republic of Commonia, soon to be Commonian Confederation. Initially, the separatists claimed a large chunk of land that includes modern-day Duvar, Sarangonia, Minn-Am-Gabots, north to Grand Gantley and south to the West Cape province, but failed to claim the Bakungo Heights and Bakungo Crater.

Citizens and workers from the city and foreign land, adhered to the army enslistment and joined the AN to protect the city. As the civil war came to an end, West Commonia declared independence with its own islands, Altaville and Wan Chai remained AN-controlled areas.

Geography

The geography of Wan Chai is most graphic in its outer areas. It's main feature is the Bakungo Heights. The city itself sits on the Bakungo Crater, which was made almost 3 billion years ago. It's lowest point is the Hasaiq Bank and its highest point is the Juren Peak. The city is surrounded by the Equatorial rain forest of Bakungo.

Urban development is focused in the central part of Hasaiq Basin going outwards, and undeveloped parts were mostly where wooded or hilly areas originally were thus creating Wan Chai parks of today most comonly known Windsor Park. The territory has a wild variety of species of plants ranging from 2,000-4,000 species. 700 which are native, with thousands of insect, marine and avian species.

Protections

The AN had started the organization of Bakungo reservation & recreation and it enforces that no expansion of the city will go past the Bakungo heights. The organization , Wan Chai Reacreational Program protects wildlife outside and inside its borders with population control and forestation laws outside the area. The city is one of the cleanest because of its surrounding and AN protects it.

Cityskape

The city is 29% urban with high commerce, residential and industrial zones. And 71% suburban with two-to-three family houses up to 7 bedroom mansions and bungalows. And its central area with 5-12 floor apartments some skyscraper size. This was all due to investment from the AN and 7 other providing countries.

Boroughs

Wan Chai is separated into a number of boroughs to make up it's map. They have no specific border but have an area of influence where areas are mostly known by the population. They are numbered starting from the northwest and down to the southeast. Most boroughs are divided into rectangular boundaries by major arterials and natural boundaries such as rivers, others are divided by the neighborhoods they encompass. tbd

Climate

Temperatures in Wan Chai are med-high to high temperatures. Temperatures below 47°f are very rare, mostly occurring in the mid year months for three months. But always above 60°f. The highest temperature ever recorded was 99°f (December 1 1967) and the lowest ever recorded was 39°f (June 29 1998). Precipitation is always there, with normal precipitation of 10% everyday, the rarest its ever rain was the 2002 drought of Bakungo.

Military Instalations

Because of the violence experienced for years with the country, the AN surrounded the city with the Bakungo Military Zone, outside the Bakungo Crater where some of the citizens and the AN army serve in the area.

Government

The region is managed by the Municipality of Wan Chai founded by Sir Malcolm. It also has support and recognition of almost all countries of the world. The government is sustained by city taxes, annual fixes from the AN and more from industrial and trade money. The Calo-Ingerish Declaration provided for economic and administrative continuity of Wan Chai through AN policy.

The regional government is based on the Federal States system, which includes the Executive, Legislative and Judiciative. The Executive includes the Chief Executive, Deputy Executive , Attorney General and an AN Ambassador all who can serve maximum 2 five-year terms, but can be extended to 4 terms depending on city approvals and population demand. The Executives are voted by popular demand with most votes count. The Executive Branch also includes 15 departments serving basic needs of the region.

The Legislative Branch (District Council) has 45 members, 2-5 from each district depending on population (ex: Downtown has 4 members). All members serve a five-year term who have no limit on their term depending on votes. This branch has the power to create laws based on population, and all have to go through the Chief-Executive to be passed, unless there is an overpass with support from Judiciative.

The Judiciary Branch which is the Courts interpret laws according to the AN Policy and Hasaiq Accords, with the Judiciary Court, High Court and District Court. The Judiciary judges only hear cases pertain to the Hasaiq Accord, unless a petition is signed by 10% of the population. The lower courts hear city cases and civil cases.

Commonian law doesn't apply in the region, and never did apply for both Commonian Wars, because of the old system which wouldnt apply to the new region. Thus adopting the FSA and Ingerish system. Which was first presented by David Furtland, in 2009.

Defense is an important factor to the region, with the Defense Secretary doing the most, the regions defense department has 2 forces: The City Guard, The City Service. The City Guard protect the city in all directions. Air, Land, Water (being the Hasaiq) and Underground perpetration. The city service protect and serve the citizens in day-to-day work. Wan Chai residents aren't required to join the Guards but 90% of the population have been trained and been reserved in the City Guard. 15% of those work as the City Service, police, firefighters and doctors/nurses. 9% are currently working in the border and entry points of the city. In the history of Wan Chai, none of the reserved members have ever been released.

  • That 77% of all Wan Chai can speak both Ingerish and Cabolique, and surprisingly the Babelic language has never been spoken since 1996, because the Hasaiq Tribe dominated the area adopting, Ingerish and Cabolique as the main languages. The other 23% either speak Cabolique or other languages.
