The ''AN Territory of Iscu'' , commonly called Escu by most of its inhabitants , and formerly known as the Republic of Iscu before a complete government collapse is an island territory in the continent of [[Uletha]], in the [[Asperic Ocean]]. It consists of 5 atolls and 3 islands, as well as multiple smaller islets. Iscu is not a sovereign nation, but still takes part in multiple international organizations, sometimes as an observer. Although the lingua franca is Ingerish, multiple dialects of the Iscuan language are also spoken, with the inhabitants of the main island speaking a patois that combines Iscuan with Ingerish.

Some of these regional/continental games continue to modern times, likely in "off years" of the primary international games.

For the venues consider the climatic conditions. Main factors are the latitude and the altitude. In each year divisible by 4, a summer event and a winter event are held. One is held in February, another one in August. Depending on the hemisphere of the host city, the appropriate date is chosen. As a consequence, both are likely to be held in the same hemisphere.

On Kadſa Atoll, around a half-century later, one priest in their religion would claim to be god himself, and would begin the worshiping of a god-king that continues today. The religion became a driving force in the Iscuan society, and resulted in numerous technological advances. The villages slowly condensed into towns, and pyramidal temples, were made. These {{node|183828137|temples}}, which were erected over 100 years, are made out of large slabs of sedimentary stone mined from {{relation|232238|a large quarry}}, and most follow a pyramidal design. The god-king settled in {{node|183767260|Ghaadradlar}}, and that town became large and the de-facto capital. Slowly, the temples were added onto over the next 100 years, and the one in Ghaadradlar became the biggest of them all. The huts that the Iscuan people had lived in for centuries were torn down and replaced with fired clay coming from volcanic origins, a much more durable and easy solution. Over the next 300 years, the society on Kadſa would flourish, as the religion and culture of the island developed in complexity and the population grew. The summer games should have a summery weather so try to avoid being too close to the pole or too high and consider the hemisphere whose turn it is. Low latitudes in the "wrong" hemisphere may still hold the event in the winter months. The winter games should have a wintry weather, so high latitudes or altitudes are favourable here. The hemisphere and the timing of the event are even more relevant. To hold winter games in the summer months, you would need a even higher latitudes or altitudes, areas which are unlikely to have the appropriate infrastructure. Something else to consider is the age of your city and its periods of modernization.

The next 700 years would be largely uneventful for the Iscuan people aside from two events. ====Winter====
The {{relation|714|Ingerish}}  were the first colonial power to discover the main island of Iscu, in 1516. They attempted to form a small settlement, but got into a conflict with the natives and were forced to retreat. After another abortive attempt to negotiate with natives resulted in an Ingerish-incited massacre, the Ingerish captain William McRyalay managed to successfully negotiate with the Iscuans in 1529, setting up a system where the Iscuans would be given Ingerish protection and would be able to trade and live with the Ingerish, in exchange for the Ingerish being able settle on the islands. The Ingerish then founded {{node|215907761|Port Holy}} and later discovered {{relation|229314|Loconon Atoll}}. They natives described the country as "Escua", and the name was noted down as Iscu, and became the name of the colony. The {{relation|22696|Lentians}}, who had set up a powerful trading system in the Asperic, visited the northern islands in 1532, with some settlers founding Endeburg. The Lentians took great advantage of their outpost on the edge of the Plurinesian, stirring the anger of the Ingerish, who were displeased that the Lentians were hijacking their trade routes. Developing a reputation among sailing crews for being a remote and peaceful location, the Ingerish population grew steadily, and the Ingerish inhabitants rapidly eclipsed the Iscuans, who were forced to coexist more and more with the Ingerish, to the point where the two groups were tightly knitted together. In 1601 a permanent governor was appointed to the islands in conjunction with the creation of the Iscuan Territory, an incorporated territory separated from the remaining islands of the Ingerish Territory of the Northern Asperic. This ended direct rule from [[Ingerland]], as the governor was allowed to govern with a high degree of freedom. William Sanderhowe was the first governor of Iscu, serving until 1635 and was also a prolific writer, especially in the two decades after his tenure had ended, and his books are frequently looked at to provide a clearer image of Iscu in the 17th Century. Iscu steadily grew in the 1900s, and became a reasonably successful country for its stature, although most inhabitants were still very much on the edge of poverty. During the [[Great War]], Iscu suffered through multiple battles, but was eventually fully protected by the FSA in exchange for serving as a base of Asperic operations. Iscu came to depend on the FSA even more than before the war for economic stability, defense, aid and other services. Good relations with the FSA, as well as protection and continued aid and economic support was ensured by the [[South Port Treaty]], in exchange for the FSA to be able to carry out nuclear testing on multiple atolls in the west of Iscu and the establishment of a military base on the island of Basengrove. Iscu was a veiled protectorate of the FSA during this time. An period of large economic growth would begin in early 1966, as the economy was buoyed by the assurances of the FSA.

Following contemporary discussions in summer 2021, as well as timed with the real-world international sporting event (you know the one), the OGF community made a concerted effort to create a singular list of Pax Nova Games hosts.


====1970-1980====
The idea was to have a more or less consistent list of cities which held the games, backed by a reasonable amount of mapping. For that reason this edition of the map-off was international games-themed. It couldn't be easier: Map venues. Summer or Winter games, both count.


After non-proliferation treaties were signed in the "De-Nuclear Period" from 1974-78, the FSA stopped activities in Iscu almost entirely, having irradiated most of King Earnest Atoll and all of Keen Atoll. The FSA signed the second South Port Treaty in 1979, which removed all obligations set up by the first treaty. The decoupling of the FSA from Iscu was likely influenced in part by the recent election of Darrel Short.
Just check the RW games from the time you plan to map and see what infrastructure is needed. Usually a big stadium as the centerpiece, a village for the athletes and some more locations for other sports, like tennis courts, water venues, ski jumps, alpine pistes, etc. You also need some public and private transport infrastructure. This is further detailed down in the rest of the page.

The corruption soon pervaded most parts of the government, but did not truly take off until the election of [[Darrel Short]] in 1978. As president, the corruption increased drastically, and began to rapidly affect the economy, and more notably widened the already major income disparity to a shocking level. The Ten Day Riots, sometimes dubbed the "time of insanity", began one month after the assassination of Darrel Short, on December 10th, 1985, and lasted until December 20th, 1985. It was a period of intense violence, and the complete collapse of the Iscuan government, military, and economy. The riots centered on the main island of Iscu, and there was no unrest on any of the outlying atolls due to their separation from the main island.

The unrest began with protests, which were marked by extreme retaliation by the police and military, but due to the sheer number of protesters and the arms they were carrying, they retaliated, resulting in violent riots (in Port Holy and South Port). Many of the protesters burned down government buildings. Although the riots had died down by nightfall, after the military brought out the tanks and massacred many of the most peaceful protesters in Central Square two hours earlier, a boat carrying phosphates exploded on the north coast, and the resulting explosion wrecked a fleet of fishing vessels that had been nearby, further incensing the populace. Iscu has a diverse collection of flora and fauna, nearly 42% of which are endemic to the country, one of the highest rates in the world. Notable species include the Iscuan Blue Parrot, the Jaywhistle Shark, and the Iscuan Giant Turtle, which are possibly the longest-lived and largest turtles in the world. The turtles grow to be over 1.5 meters in length, and largest specimens have reached nearly 2.2 meters. Despite being called turtles, they more accurately fit the description of tortoises, as they only go into water occasionally and are mostly land based. There are three main species, with the largest found on Kadſa Atoll, and the other two found on the main islands. A related species of somewhat smaller size inhabited Earnest Atoll, but no sightings have been recorded since the 1940s.

Iscu has a warm climate all year round, and gets a decent amount of rain all year as well. The tropical island climate is well suited for a diversity of species, many of which can only be found in Iscu. It is rare for Iscu to get any large storms or other massive weather phenomenon; the last severe storm that has been recorded was in 1923, and was described as being "like a nightmare taken the shape of the wind and the rain" by an Ingerish captain in the area at the time.
 
Because of the warm climate and predominantly sunny skies, the country is known as the "Asperic Paradise", and was a common vacation destination for Ingerish nobility for some time.
 
==Government==
The AN appoints a new commissioner and commission to oversee the island every 6 years, and also appoints other officials to administrate other functions of the nation. The islands operate under international law. However, on the main island each municipality is governed by a mayor, who is appointed by the commissioner, but must be a native of the island (this requirement has existed since 2000). These mayors may set certain laws and regulations for each municipality (with approval from the commission), which includes taxes and public spending. However, Iscu is not a country, and so has no national tax. Because of this, all municipalities have very low or nil tax rates, and instead rely on yearly funding from the AN, revenue from the territory-owned phosphate company, and, because with effectively no taxes Iscu is a tax haven, revenue resulting from headquartered companies. This results in a well-ordered and efficient territory, and is widely considered to be a successful example of AN governance.
 
However, since the AN only has so much money to give to Iscu, government spending is fairly low. Iscu also remains poor, although extreme poverty has been effectively eliminated, and the economy is improving with tourism and investment increasing.

The product of centuries of intermixing between Ingerish and Iscuan speakers, this patois incorporates elements of Escuan phonology into Ingerish words, primarily by removing the letters "i" and "l", and replacing them in general with "e" and "ſ" , although "l" is most often simply removed. "Ö" is also used when there are two "l"s in a row, such as "Atoll" which becomes "Atoö". It is notable for being a direct relative to Proto-Gobrasi, with little influence by other languages, in particular in the Kadſa Group, which has remained completely isolated for millennia. The Iscuan spoken on the main island has taken words and some elements from both Mah'akuan and Ingerish. It is also notable for being written without breaks in the sentence, using connectors (d after vowels and a after consonants) and to indicate word separation, and dashes to indicate pauses. D and A are uncommon as the beginning of words due to their usage as connectors.

This page is a consolidated place to manage the administrative process for OpenGeofiction cities to be able to host OGF's premier international sporting competition, held every four years (in years evenly divisible by 4). At the moment, games are only assigned retroactively, which means that only games before 2024 are available. One is held in February; another one takes place in August. To accommodate this general schedule, winter and summer bids will generally be located in the same hemisphere, although summer games located in equatorial/tropical areas may be held in either February or August depending on the winter city for that year.

About the Games

The current consensus is that the global, international Pax Nova Games games began in 1960 as a celebration of international peace and diplomacy following the end of the "Great War", hence the name "Pax Nova" ("new peace"). Prior to 1960, regions and/or continents also hosted sporting competitions for nations that share a region or continent. Some of these regional/continental games continue to modern times, likely in "off years" of the primary international games.

Committee

A select committee has been formed to oversee officially awarding games to applicant cities. Any mapper who owns a territory in OGF is eligible to apply to be a host city. The committee is composed of four mappers: wangi, Toadwart, Lithium-ion, and TheMayor.

Hosting 101

Hosting one of these events are an honor, and it is important that the mapping of these sites is of a high quality that befits such an international honor. The following is an overview of the necessary things to map and to consider when mapping the games in your city. The committee will use this to determine if your entry is complete enough to become canon, and it's essential that the games maintain consistency, so please read all of it, and refer to it while you're mapping.

Host City

For the venues consider the climatic conditions. Main factors are the latitude and the altitude. In each year divisible by 4, a summer event and a winter event are held. One is held in February, another one in August. Depending on the hemisphere of the host city, the appropriate date is chosen. As a consequence, both are likely to be held in the same hemisphere.

The summer games should have a summery weather so try to avoid being too close to the pole or too high and consider the hemisphere whose turn it is. Low latitudes in the "wrong" hemisphere may still hold the event in the winter months. The winter games should have a wintry weather, so high latitudes or altitudes are favourable here. The hemisphere and the timing of the event are even more relevant. To hold winter games in the summer months, you would need a even higher latitudes or altitudes, areas which are unlikely to have the appropriate infrastructure. Something else to consider is the age of your city and its periods of modernization.

Sport Venues

You may use a venue for more than one event, but think through the timing of the games which events can be held in shared venues and how much time it takes to rebuild it. Try to strike a balance between re-using venues and building new ones. Also consider that pre-existing stadiums or other venues may be able to serve as venues. In addition, please use international standards for the size of the fields of play in the venues.

Infrastructure

Consider building new public transport to the main game venues or building the venues next to existing infrastructure. Rerouting buses and trams may be an option. Consider parking and highway access.

You further need accommodation for participants, officials and tourists. The "athletes' village" is usually reused as residential after the games.

Venues are often gathered together, and many games will have a central grouping of Venues located close to the Village.

Here's a list of non-sporting venues to include:

  • Hotel Accommodation for officials outside of the village (using existing hotels is acceptable)
  • Food Court/Other food focused area
  • Medals Plaza (Optional)
  • Translation Center
  • Press Center
  • Broadcast Center
  • Doping Centers
  • Central Clinic (should be in a central location and be large enough to provide many services)
  • IT Office
  • Electric Network (Generators, etc)
  • Geolympic Village (Very Important)
    • The village should be divided into an operation section, a residential section, and a central plaza.
    • Please include more amenities than just residential buildings.

2021 Map-off

Following contemporary discussions in summer 2021, as well as timed with the real-world international sporting event (you know the one), the OGF community made a concerted effort to create a singular list of Pax Nova Games hosts.

The idea was to have a more or less consistent list of cities which held the games, backed by a reasonable amount of mapping. For that reason this edition of the map-off was international games-themed. It couldn't be easier: Map venues. Summer or Winter games, both count.

Just check the RW games from the time you plan to map and see what infrastructure is needed. Usually a big stadium as the centerpiece, a village for the athletes and some more locations for other sports, like tennis courts, water venues, ski jumps, alpine pistes, etc. You also need some public and private transport infrastructure. This is further detailed down in the rest of the page.

While the official map-off has been completed, any "vacant" event year listed below is still available. If you are interested in making a bid for one of these vacant events, please use the "Discussion" tab to ask questions. This page will continued to be monitored by the sporting committee.

Selection Process

For the first round of awarding games, all bids had to be submitted no later than 8 August 2021. While all past summer bids have been assigned, the committee is still accepting submitted bids for vacant winter games, as well as bids for all regional games. To submit a bid, add it to the list below with a status of submitted.

To maintain fairness and to allow all mappers, current and future, the opportunity to work on a successful bid, all future summer bids must be from collaborative projects. These bids will be announced in advance, rather than after bids have been submitted. For mappers who would like to host international games in their nation, winter bids and all regional game bids are still available to bid on; the committee will review bids on a rolling basis and update the official canon as appropriate.

Games will be awarded using the following process:

  • First Review: After 8 Aug 2021, the committee reviewed all submitted bids for completeness and to ensure each bid has a level of quality that would befit the international stature required to host the games. Of the four committee members, three must agree that the bid is sufficient to move on to the next step.
  • Community Vote: For conflicting bids, a community vote was held that allowed OGF mappers to rate individual bids on a 1-5 scale.
  • Primary Ranking and Assignment: With Composite Scores in hand, for years with multiple bids, the bid with the highest composite score would earn the official awarding of the games for that year. For conflicting years (e.g., a year with a Northern summer games and a Southern winter games) the higher Composite Score of the two would determine the hemisphere for that year.
  • Secondary Ranking and Assignment: For non-winning bids that still passed the First Review, the committee will reach out to each bidder and offer alternate options to complete the schedule. First preference would be for adjacent vacant years, followed by vacant years within a 20-year window of the preferred bid. If no reasonable vacant years can be identified, the committee will offer the mapper an opportunity to host a regional/continental games instead, or the committee will identify potential changes to the bid to reasonably accommodate a different year. Note: Years are considered vacant if no bid is Submitted or Grandfathered at the time of the selection process. A year that has only "Drafted" or "Potential" bids is considered vacant.
  • Long-Term Bids: Once this process has been completed, a list of "vacant" years and games will be posted to the wiki. Mappers will be able to submit bids for any vacant year or improve a previous failed bid to request to host. The committee will reconvene as needed to review the bids, using the same review process established in the First Review step to determine a bid's suitability.

Official Games

Following the review of the initial set of bids, the committee is happy to announce that all grandfathered and submitted bids were considered acceptable. Bids that were uncontested were automatically assigned their preferred year; for contested years, the committee will solicit ratings on the affected bids from the OGF community to help determine the winning bid. Bids that were not top-ranked would be offered a vacant year, or the opportunity to bid on regional games instead.
