The government of the State of Passitania is located in Madawan, along with some satellite offices located in Catterick. The [https://opengeofiction.net/way/36720301 Passitania House of Delegates], Passitania's state legislature, is comprised of the lower General Council and the upper State Senate. Members of the General Council are apportioned by population to each region (though no boundaries will cross county lines) and are up for election every two years, while members of the State Senate are apportioned one to every county and are up for election every five years. District lines for each member of both the General Council and the State Senate are redrawn every ten years in accordance with the census. Currently there are 200 members of the General Council and 83 of the State Senate.

The Governor of Passitania is the head of the executive branch of the state, and the Lieutenant Governor is the second-in-command. Governors and Lieutenant Governors serve four year terms, with the election cycle being two years apart from the FSA president election, and no Governor or Lieutenant Governor can serve more than three terms total.

Each election in Passitania is a mix between plurality/majority and runoff. If a candidate receives >50% of the vote in the first election, they instantly win. If no candidate receives that percentage, then the election turns into an instant runoff election where voters then use ranked-choice voting.

Passitania is divided into 83 counties, with the largest being Meadowlands County in the south-center and the smallest being Chaplain County near Carly Lake. Each county sends delegates to the Passitania House of Delegates, the number of which is proportional to the county population. Each county additionally has their own county-specific legislature, known as the XX Board of Representatives, where XX is the name of the county. These county legislatures focus more on local issues, such as localized ordinances, issuing licenses, and carrying out the broader orders from the Passitania state government.

Passitania State Highways operate from numbers 001-999. Highways 1-10 are the most major of these highways, and typically traverse large distances or important corridors within the state. Highways 11-100 are considered secondary state highways, and traverse less important corridors or serve as arteries throughout towns. Highways 101-999 are considered tertiary highways, and traverse within city centers or minor corridors. There are a few exceptions to this rule, such as [[PS-15]], the historic parkway throughout Angela County, Stover County, and Beveronto County. Route numbers in Passitania tend to keep the same alignment as neighboring states (e.g., State Route 9 in [[Gnaerey]] is the same road as State Route 9 in Passitania).
 
State highways are maintained by the Passitania Department of Transportation and are created by a proposal in the Passitania House of Delegates. Primary and secondary state highway routing takes ecological concerns and economic need into concern, as well as minimizing impact to people living and natural features along the route, which is decided on by the state legislature.
 
Authority over tertiary routes (with the exception of PS-522 and PS-914) rests with the individual counties, and routing is decided on by a council of the affected counties instead of the state legislature.
 
City-specific roads such as the Madawan Colorways are at the discretion of the town themselves, and these must be approved by the state legislature to be constructed.

Passitania's flag has two blue triangles, representing the two important rivers in the state: the Molson River in the center and the (Unnamed River) in the west. The two white triangles of the flag represent the land split down the center by the Molson and Beveronto Rivers, with the flat plains in the west differing greatly from the hills and mountains in the east. Centered in the top of the flag is a red star, representing the state as part of the Federal States. Passitania is a state in the Massodeya Valley of the Federal States. Passitania borders Gnaerey and Michisaukee to the north, Ardelia to the east, New Carnaby and AR120-37 to the south, and Wauseka to the west. The topography of Passitania is dominated in the east by the Asphale Mountains with narrow river valleys and gorges. The Molson River and Beveronto River are the two most dominant rivers in the state, converging in the capital of Madawan. In the west, the state is primarily flat meadows and timberland with occasional rolling hills.

Madawan is the capital and largest metropolitan area of Passitania while Catterick is the largest city.

Passitania is situated in the heart of the Massodeya Valley between the Asphale Mountains in the east and the flat plains in the west. The state is bordered by the state of Ardelia in the east, with the state border roughly following ridges and rivers. In the south, the state primarily borders AR120-37, however, a small border with New Carnaby exists entirely over Lake Washarniad. In the west, Passitania borders Wauseka with the border entirely made up of (Unnamed River). In the north, Passitania primarily borders the county of Gnaerey, and borders Michisaukee to the northeast with the Molson River making up a sizeable portion of the border.

Regions

Passitania can be divided into four major regions

The Asphale Mountains make up most of Eastern and Southeastern Passitania, including the major metropolitan area of Onawanda and the smaller cities of Turnerville, Charlotte City, and Washarniad. Much of this region is defined by large mountains, some in the far east rising above 3,000 meters, deciduous and evergreen forests, rich ore deposits, and lakes especially in the southeast. Headwaters of many of the major rivers in Passitania such as the Molson River, Beveronto River, and Onawanda River are found in this region.

The Molson River Valley and Willow Hills make up most of East-Central and Northern Passitania. This region is the industrial heartland of Passitania, including the major metropolitan areas of Madawan-Grundy-Saint Brookings, Willowbrook, Sorensby, and other smaller cities. Plentiful rainfall and large underground reservoirs lead to swaths of arable land, dominated by orchards in the higher elevations and farms of corn, soybeans, and wheat in the lower-lying land.

The Interior Meadowlands make up most of West-Central Passitania, including the major metropolitan areas of Spotswood and Rashire City. Large, flat, arable plains primarily used for crop farming and cattle grazing dominates this region.

The (Unnamed River) Valley makes up all of Western Passitania, including the major metropolitan area of Catterick. Much of this region is low-lying and riverine land.

Education

Public schooling in Passitania is overseen by the Passitania Department of Education, a state governmental agency. Each of Passitania's 83 counties has a satellite office within the county seat that oversees local education issues and houses the county school district offices. Cities do not have public school districts, with each city's public schools being owned by the county in which they are located.

The government of the State of Passitania is located in Madawan, along with some satellite offices located in Catterick. The Passitania House of Delegates, Passitania's state legislature, is comprised of the lower General Council and the upper State Senate. Members of the General Council are apportioned by population to each region (though no boundaries will cross county lines) and are up for election every two years, while members of the State Senate are apportioned one to every county and are up for election every five years. District lines for each member of both the General Council and the State Senate are redrawn every ten years in accordance with the census. Currently there are 200 members of the General Council and 83 of the State Senate.

The Governor of Passitania is the head of the executive branch of the state, and the Lieutenant Governor is the second-in-command. Governors and Lieutenant Governors serve four year terms, with the election cycle being two years apart from the FSA president election, and no Governor or Lieutenant Governor can serve more than three terms total.

The Appellate Court of Passitania is the highest of the judicial branch within Passitania. There are 12 justices on the court, each of which serve a 12-year term and are appointed by the Governor and confirmed by the State Senate.

Each election in Passitania is a mix between plurality/majority and runoff. If a candidate receives >50% of the vote in the first election, they instantly win. If no candidate receives that percentage, then the election turns into an instant runoff election where voters then use ranked-choice voting.

County Government

Passitania is divided into 83 counties, with the largest being Meadowlands County in the south-center and the smallest being Chaplain County near Carly Lake. Each county sends delegates to the Passitania House of Delegates, the number of which is proportional to the county population. Each county additionally has their own county-specific legislature, known as the XX Board of Representatives, where XX is the name of the county. These county legislatures focus more on local issues, such as localized ordinances, issuing licenses, and carrying out the broader orders from the Passitania state government.

Each county has a county seat, which is usually the largest city or the most central city within the county. This is where government offices are located and the city in which the county courthouses are located (with exceptions in a few counties like Beveronto and Wallatock Counties). Stover County, housing the city of Madawan, hosts both Stover County government offices as well as Passitania state government offices

Local Government

Transportation

Road Classification

Major highways in Passitania are under the authority of the Passitania Department of Transportation (PassDOT). Nationwide motorways are under the authority of the Federal States Defense and Commerce Motorway Network and follow the rules of that department. Primary state highways are numbered 1-10, secondary state highways are numbered 11-100, and tertiary state highways are numbered 101-999, with the last two numbers matching the two numbers on the state highway they connect to (State Route XYZ would connect to State Route YZ). Numbered highways are colloquially referred to as "Route X", "Highway X", or "State Road X", where X is the number of the highway. On maps, they are typically denoted as PS-X.

Speed Limits

Unless otherwise specified, speed limits by law for the state of Passitania are:

Alleyway: 15 MPH

Downtown road or residential road: 25 MPH

Boulevard: 35 MPH

Rural road without a state highway designation: 45 MPH

Tertiary or single-lane highway: 50 MPH

Urban freeways or urban controlled access highways: 55 MPH

Secondary or primary highway without controlled access in rural areas: 60 MPH

Secondary or primary highway with controlled access in rural areas: 65 MPH

Freeway in rural areas: 75 MPH

However, many speed limits are lower than these suggested markers. For example, FS-522, located in the highlands of Passitania, has a speed limit never exceeding 65 MPH due to the windy and steep nature of the freeway. Each county and city has the authority to choose their own speed limit for roads, so long as their speed limit does not exceed 10 MPH faster than the statewide limits listed above (not exceeding 5 MPH faster for freeways, or 80 MPH total).

Toll roads are an exception to the speed maximum. Toll roads may be as high as 70 MPH in urban areas and 85 MPH in rural areas, to promote travel on these roads and promote income for PassDOT. The Madawan Colorways system all have speed limits of 70 MPH, faster than the 55 MPH limit placed on all freeways within the Madawan beltway.

Enforcement

Enforcement of speed limits is primarily the responsibility of county law enforcement. Within cities, this is also supplemented by city police, and within major cities, state police. Speed cameras are permitted on any road within Passitania, but they traditionally are only in areas with above-average rates of speeding drivers and above-average rates of crashes. Speed cameras are prohibited on any FS motorway aside from those subject to the 55 MPH limit on roads near Madawan or particular sections of FS-522.

In the city of Madawan, PassDOT maintains a series of toll roads reaching various parts of Stover County, Beveronto County, and Kennetall County. These toll roads are intended to alleviate traffic in and around the Madawan metropolitan area, and all tolls are open-road with the Mass-Pass.

State Highways

Passitania State Highways operate from numbers 001-999. Highways 1-10 are the most major of these highways, and typically traverse large distances or important corridors within the state. Highways 11-100 are considered secondary state highways, and traverse less important corridors or serve as arteries throughout towns. Highways 101-999 are considered tertiary highways, and traverse within city centers or minor corridors. There are a few exceptions to this rule, such as PS-15, the historic parkway throughout Angela County, Stover County, and Beveronto County. Route numbers in Passitania tend to keep the same alignment as neighboring states (e.g., State Route 9 in Gnaerey is the same road as State Route 9 in Passitania).

State highways are maintained by the Passitania Department of Transportation and are created by a proposal in the Passitania House of Delegates. Primary and secondary state highway routing takes ecological concerns and economic need into concern, as well as minimizing impact to people living and natural features along the route, which is decided on by the state legislature.

Authority over tertiary routes (with the exception of PS-522 and PS-914) rests with the individual counties, and routing is decided on by a council of the affected counties instead of the state legislature.

City-specific roads such as the Madawan Colorways are at the discretion of the town themselves, and these must be approved by the state legislature to be constructed.

Throughways

PassDOT has designated certain corridors as throughways within the state, often covering long distances and important routes. These throughways are typically mixed between limited-access highways and rural roads. Currently there are six routes marked by PassDOT as throughways, although several are unsigned.

Airports

Building on Passitania's presence as a hub in the heartland of the Federal States, Passitania is home to several airports. Regional/domestic airports are pivotal in facilitating traffic between states east of the Asphale Mountains and those on the western side along with Passitania, and international airports provide an inland destination so that inbound traffic may avoid connections if their final destination is further inland. Madawan International Airport is the largest airport within the state, with 3 runways and 128 gates. For destinations towards the western heartlands, Catterick International Airport is the state's other major airport, providing access to nearby Minneuka which does not have its own large airport.

Flag of Passitania

Passitania's flag has two blue triangles, representing the two important rivers in the state: the Molson River in the center and the (Unnamed River) in the west. The two white triangles of the flag represent the land split down the center by the Molson and Beveronto Rivers, with the flat plains in the west differing greatly from the hills and mountains in the east. Centered in the top of the flag is a red star, representing the state as part of the Federal States. The five yellow diamonds represent the five large population centers of Passitania unified into one state, those being Catterick, Spotswood, Madawan, Willowbrook, and Onawanda.
